This booklet tells the story of the WHO Regional Office for Europe from its beginnings to its state in 2010. A way of keeping alive and handing on the history of this Office and its vital work, it covers five WHO regional directors for Europe and thousands of dedicated staff, not to mention the hundreds of programes and policies they helped to create and carry out. An earlier book covered the first 40 years in detail; this booklet focuses more on the last 20 years. It is a story of how the Regional Office has spent the past 60 years working to help improve the health of the people in the vast area that it serves.

22 p. ; The Portuguese Ministry of Health under the Portuguese Presidency of the Council of the European Union and the WHO Regional Office for Europe jointly organized a conference "Future steps to tackle obesity: digital innovations into policy and actions", which took place on 29 June 2021. This conference included discussions and deliberations by a panel of experts on how the widespread use of digital tools and applications in the food environment affects structural and behavioural changes in our food choices. By understanding the threats and opportunities created by the digital world, actions can be formulated to tackle and prevent obesity. The conference concluded with the Lisbon Call to Action, which proposes that children under 18 years of age should be protected from obesogenic digital environments by reducing their exposure to digital marketing of unhealthy food products and by expanding the opportunities offered by digitalization to enhance the accessibility and affordability of healthy and environmentally sustainable food. The Call to Action, signed by the Portuguese Minister of Health, calls on governments, diverse stakeholders and relevant actors to become signatories.

ii, 9 p. ; This study examined sugar-sweetened beverage (SSB) taxes in the WHO European Region, which are recommended as part of government efforts to prevent noncommunicable diseases (NCDs) such as cardiovascular diseases and diabetes. The aim was to better understand factors that support the uptake of SSB taxes at national level in order to support policy-making in other countries both in the WHO European Region and more broadly. Information was taken from policy documents, media, national statistics and interviews with 20 policy-makers. Taxes were in place in Belgium, Finland, France, Hungary, Ireland, Latvia, Monaco, Norway, Portugal and the United Kingdom. The taxes were excise taxes or levies in all cases: that is, they were applied to industry rather than consumers. Although all taxes applied to carbonated soft drinks containing sugar, some also included products such as sweetened milk, juice and artificially sweetened beverages. More recent taxes tended to apply higher tax rates to beverages with higher sugar content. The taxes were implemented in the context of health policy commitments to prevent NCDs, which present a major health burden. In seven countries a priority was also to increase government revenue. The introduction ofSSB taxation was supported by collaboration between health and tax policy-makers and was strongly opposed by the beverage industry, although the policy process was also influenced by external industry and public health stakeholders. Policy-makers continued to work to improve the taxes in response to new evidence and experiences of SSB taxation in other countries.

iv, 46 p. ; From 25–28 October 2021, 80 speakers from 15 countries and 26 regions met at the 26th Annual Meeting of the Regions for Health Network (RHN), facilitated by the Government of Moscow, Russian Federation, a member of the Network. This was the first RHN annual meeting since the adoption of the new WHO European Programme of Work (EPW) and therefore offered a unique opportunity to discuss its priorities for RHN members. The meeting's objectives were to review current and future joint priorities and activities and share lessons learnt on two specific themes: COVID-19 and universal health coverage; and healthier populations, with a specific focus on climate change and the environment. Discussions involved representatives from the regions, WHO experts and researchers. A strong need for cross-sectoral collaboration to build societal resilience in face of the threats of COVID-19 and climate change emerged from discussions during the four days of the meeting

iv, 39 p. ; The incidence of tuberculosis (TB) is exacerbated by specific social and economic factors within the broader determinants of health, known as the social determinants of health. Poverty, food insecurity, and poor living and working conditions, among others, affect how people become infected, develop TB and cope with the hardships of treatment, and influence the health outcomes they face. The social determinants of TB cannot be influenced by the health system alone: firm political commitment is also required to pursue health equity through increasing access to opportunities and conditions conducive to health for all people, no matter who they are and where they live. To leverage political commitment, strong multisectoral collaboration and an accountability system are needed to support vulnerable individuals and groups who are disproportionally affected by TB. The importance of a multisectoral approach has been a cross-cutting theme in political commitments to end TB since the development of the WHO End TB Strategy, aligned with the Sustainable Development Goals, to guide accelerated action from 2016. At the request of Member States, WHO developed the Multisectoral accountability framework to end TB by 2030 (MAF-TB) that encourages a multisectoral response in the fight against TB through addressing its social determinants. Between November and December 2020, a round of consultations was conducted with regional stakeholders in TB (technical agencies, donors, civil society and communities affected by TB) to co-create a vision for MAF-TB operationalization in countries of eastern Europe and central Asia. This report outlines the outcomes of this consultation.

ix, 79 p. ; Although the WHO European Region has made great progress in reducing the burden of noncommunicable diseases, gains still need to be accelerated. Since Member States are requesting guidance on how to build the capacity of the public health workforce to help in this response, this Roadmap offers pragmatic and actionable recommendations for professionalizing the public health workforce. To this end, and based on current practice in the WHO European Region, the Roadmap puts forward several possible levers that can be engaged with by the range of stakeholders who have important roles and insights into improving public health, including governments, ministries, national, regional and local health authorities but also public health training institutions, public health institutes, professional organizations and employers of the public health workforce.

x, 111 p. ; Health is routinely considered in strategic environmental assessment (SEA) and environmental impact assessment (EIA), following requirements of European Union directives and the Protocol on Strategic Environmental Assessment to the Convention on Environmental Impact Assessment in a Transboundary Context (Espoo Convention). Policy-makers and other sources report that these assessments mostly adopt a biophysical perspective and that few cases consider or define health in a manner which is consistent with the WHO Constitution, by considering the wider social, economic, behavioural and institutional aspects of health. This systematically conducted review of over 333 SEA and EIA cases in the WHO European Region shows that while about 80% of assessments pursue a narrow, biophysical interpretation of health, around 10% consider wider determinants when defining health, and another 10% consider wider determinants of health in the actual assessment. Twelve case studies are presented, literature is reviewed and implications for practice are considered.

29 p. ; The WHO Regional Office for Europe organized the 1st meeting of the pan-European Mental Health Coalition on 4–5 May 2022 in a virtual format to begin development of the six working packages. Five parallel working group sessions were held to develop the strategic basis and content of each working package. Plenary sessions introduced the Coalition and summarized the outcomes of the parallel sessions. Discussion in each parallel session was structured using a framework designed by the Mental Health Flagship team. For each working package, an operationalized list of challenges, goals and actions for consideration were developed by Coalition members and supporters to direct the work of the Coalition in the coming year. Cross-cutting challenges included rampant mental health stigma at all levels of society, insufficient data based on shared indicators for implementation of interventions, insufficient knowledge of existing legislation, and a lack of consensus of what constitutes good practices. Goals for the working packages included galvanizing reform of mental health systems in response to rising awareness due to COVID-19 that everyone's mental health is vulnerable, while ensuring alignment with national, regional and global frameworks. Actions for consideration required the involvement of non-healthcare-sector actors, investment in research, and mapping of existing legislation and tools to enable their adaptation to the needs of different areas of the WHO European Region. Members of the Coalition saw a clear need to ensure integration of the working packages from the beginning of their development. This report provides a brief sketch of the results of the 1st meeting of the Coalition. As an unprecedented form of collaboration for WHO Regional Office for Europe, the lessons learnt from this meeting will help in refining the process of engagement and maximizing the impact of Coalition work on mental health systems within the European Region

viii, 43 p. ; From the first COVID-19 cases in Europe reported on 24 January 2020, the pandemic reached 1 million cases within 3 months, 10 million cases within 8 months, and 100 million cases in Europe alone within 2 years. Over the course of its two years, COVID-19 has claimed over 1.6 million lives across Europe and Central Asia. The World Health Organization (WHO) European Region has accounted for close to a third of the cumulative global COVID-19 cases and deaths. In the context of the pandemic, a combination of vaccination and strong public health measures offer the clearest path to getting transmission under control. The trajectory of COVID-19 in the coming weeks, months, and year will be largely determined by the decisions and actions taken by individuals, communities and governments. With the support of Member States and partners at the global, regional, national, and community levels, WHO/Europe continues to work to reduce transmission across the European Region.

This national audit tool for health-promoting sports clubs provides a protocol and method for collating the available national policies and strategies for supporting health promotion in sports clubs. This document provides an introduction and users' guide for the audit tool and the tool itself. The document also includes information on application of the "settings-based approach" to sports clubs, the health-promoting sports club approach and development and use of this tool. The assessment will provide a comprehensive overview of national health promotion policies and strategies related to sports clubs in your country, which may indicate gaps in national health promotion and sport strategies and indicate areas to be developed. Completion of the tool may foster collaboration among government departments and organizations interested in a settings-based approach to health promotion. It can provide a catalyst for better communication, joint strategic planning and actions and collaboration among sectors for national health promotion policies in sports clubs.

The Roadmap builds on the individual health goals and priorities of the WBs through the lens of the European Programme of Work (2020–2025) – "United Action for Better Health" (EPW), and it identifies shared priorities and potential synergistic actions across the subregion. The Roadmap aligns efforts and fosters cooperation with regional, subregional and country/area partners to to implement political, investment and technical objectives that deliver on the core priorities of the EPW.
